Our Local Government consultants have led efficiency
improvements and cross-Council change programmes, designed
the national commissioning approach on behalf of the
DCSF, led the turn around of failing service areas such
as Revenue and Benefits and HR Departments as well as

Strategic Consulting Advice
From strategy assessment, conceptual design and planning

and financial effectiveness, we have consultants who

Service Reviews
Our consultants have conducted performance reviews
and service assessments across all Local Government
service areas. They have highlighted failures, areas
for improvement, gaps in service delivery / quality

Delivering change through effective Project
and Programme Management (PPM) in Local Government

or implementation programmes we can advise and support

consultants understand local government and have led
and supported some of the most comprehensive, complex

Commissioning and Shared Services
PIPC has specialists in commissioning and shared services.
Our consultants have worked in over 20 authorities developing
good practice case studies on commissioning practice
in children’s services and have advised the DCSF
on commissioning approaches in the lead up to the release
of the Children in Care Green Paper in 2006 (specifically
in relation to recommendations regarding regional commissioning).

Process reengineering - Lean and Six Sigma
Lean and Six Sigma approaches to process improvement
are being increasingly sought by Local Government. There
is much to be gained by applying the principles of these
approaches to make efficiencies, but it is not as simple
as using a standard model that was developed for making
improvements to a manufacturing production line. Our
consultants bring practical experience of having applied
the principles of Lean thinking and Six Sigma in the
Local Government context to identify monetary savings
through process efficiencies. This has included providing
