Local Government

Our Local Government consultants have led efficiency improvements and cross-Council change programmes, designed the national commissioning approach on behalf of the DCSF, led the turn around of failing service areas such as Revenue and Benefits and HR Departments as well as managed the delivery of numerous real service improvements, always focusing on getting best value from Council resources.

Strategic Consulting Advice

From strategy assessment, conceptual design and planning through to organisational design, performance improvement and financial effectiveness, we have consultants who have an enviable track record in advising Politicians and Senior Management across local government and DCLG.

Service Reviews

Our consultants have conducted performance reviews and service assessments across all Local Government service areas. They have highlighted failures, areas for improvement, gaps in service delivery / quality and cost savings. Our consultants not only provide the reviews, but as skilled delivery focused project and programme managers they also provide the authority with a routemap for delivery, the tools to deliver and the appropriate focus on skills and knowledge transfer to enable local government officers to deliver the improvement. Delivering change through effective Project and Programme Management (PPM) in Local Government

Where authorities or departments are considering change or implementation programmes we can advise and support you during concept, design and set up together with roll out and outcomes realisation. We are experts in business led PPM and have significant experience of working with local government to deliver change. Our consultants understand local government and have led and supported some of the most comprehensive, complex and effective projects and programmes in local government in the last few years. Commissioning and Shared Services

PIPC has specialists in commissioning and shared services. Our consultants have worked in over 20 authorities developing good practice case studies on commissioning practice in children’s services and have advised the DCSF on commissioning approaches in the lead up to the release of the Children in Care Green Paper in 2006 (specifically in relation to recommendations regarding regional commissioning).

We have experience in facilitating partnership working, including designing appropriate governance, and stakeholder management strategies together with embedding pragmatic project management solutions to enable authorities to deliver the required outcomes and benefits expected by Politicians, residents and from central government.

Process reengineering - Lean and Six Sigma

Lean and Six Sigma approaches to process improvement are being increasingly sought by Local Government. There is much to be gained by applying the principles of these approaches to make efficiencies, but it is not as simple as using a standard model that was developed for making improvements to a manufacturing production line. Our consultants bring practical experience of having applied the principles of Lean thinking and Six Sigma in the Local Government context to identify monetary savings through process efficiencies. This has included providing knowledge transfer to client staff by showing them:

  • How to improve flow to eliminate waste and reduce delays
  • How to get things right first time to improve quality and lower costs
  • How to empower staff and motivate them to sustain results
